No, really. I am serious. I have seen it a bajillion times in my 33 years of life.
Test Pavement.
They are testing the pavement? What are they testing it for? Durability? Looks? Bumps? Cuz it always seems pretty bumpy and wobbly.
Really, I don't know what it means.

They're testing it to see if it's smart enough to be passed on to 2nd grade or not.
Or, I'd say they're testing it to see if it holds up to semi trucks and airplanes for a long-enough time to warrant paving the rest of the road with it. Or is this your sidewalk? I have no idea what I'm talking about.
That stupid No Pavement Left Behind Act!
Seriously never even heard the phrase before...
Gnightgirl: My sidewalk, duh.
boogiemum: Really? Its on every single interstate around here...a section of pavement that says test pavement..it is usually louder and bumpier than the rest of the road.
Yeah, gnightgirl is right. They pave it, give it time to settle and then test it out. There's something either at the side of the road or in the pavement to tell the engineers how many cars/trucks go over it and they test the wear and tear...trying to make it stronger and more durable.
But its kinda smarter to test it on a small patch before paving a whole road and finding out its got a serious flaw.
(How do I know this? My fiance is a civil engineer! Haha)
